Lock an accounting period

Lock transitions a period from state closed to locked, preventing further changes to closed period data. The period must exist and be closed. Run bus period lock --period <period>.

Owner: bus period.

This action is required in bookkeeping so the register can be used as a deterministic input for posting, period-based review, and audit navigation.
